Policy suggestions revisited: ; Transition teams helped governor set his agenda

As time runs out on Gov. Cecil Underwood's four-year term, he canpoint to some successes tied to the work of transition teams heappointed shortly after winning the election in 1996. In otherareas, accomplishments based on the efforts of more than 150 peoplein five key areas - economic development, education, governmentstructure, health care and technology - are a little less clear.
